I have used Google Drive, Skydrive and Dropbox to create 'read only' shared documents. All worked without issue. 

FREE would be Google Drive and Microsoft's Skydrive.

I'd say Google Drive if you don't want others to have to download it, if you want them to download it Amazon S3 is really good.

Dropbox, Box.com, Google Drive.  Those are the top 3 I've seen used in several industries.  If you have your own website, place it there too.  Or you can host it in Amazon's web storage for free too.

"Best free" is in the eyes of the beholder.  In any event, I have not evaluated any platforms from that angle.  Platforms are always changing so I just use what works that day.

I dont know, but I will suggest that many including myself would much prefer things that can be downloaded since our internet connections are not always reliable, and we often download while at home and send to the tablet for later reading.
