It is both. The snow and weather is unpredictable because you can't see ice underneath. Then you have inexperienced drivers and those that think they can navigate in anything and don't use enough caution.

Generally it's the drivers that think when the sign says 45 mph, they go 55 or more, rain, sleet, snow, ice, it doesn't matter. Then they get mad at all the other drivers, because they went in the ditch or hit something.

In Atlanta it is the Drivers for sure.  Last year we had an ice storm and it took my hubby 8 hours to drive 8 miles.

I think mainly it's the other drivers. So many people like to drive too fast for conditions...at least in my area. I never go faster than the speed at which I want to slide off the road. And that's not very fast.

Many people in my area are likely inexperienced with driving in the snow.  My area has a large proportion of immigrants from around our beautiful world.  Many people also do not have snow / winter tires.  I have found them to be much better for winter driving than all season tires.

Many of the Maryland drivers have limited experience with driving in the snow and the removal equipment is sometimes inadequate. So, we have a combination of issues with major winter storms.

Unfortunately, when we are out there driving in winter conditions, we not only have to drive for ourselves but take into consideration what the other person might do... or might not be able to do because they are traveling too fast.  Such as sliding through lights or not being able to make turns.  I am always aware of this when driving in inclement weather conditions.  I'm always aware in ALL conditions.

People driving 4 wheel drive vehicles hands down. Some of them don't seem to understand that 4 wheel drive is basically useless on ice and drive as tho its an 85 degree sunny day.

Definitely the drivers.  Of course, ice is dangerous, but snow is easy to drive in if you take the time to learn how.

Considering that they shut down the state in the south everytime they get a millimeter of snow or ice and we routinely drive on ice and deep snow, I would say that it is the drivers.
