Answer to both your first and second questions is absolutely yes, as long as the applicant meets other qualifying factors. It is illegal for creditors to discriminate against anyone using the Section 8 Housing Choice Voucher program as included income. Money is still money!

The housing inventory is still low even the prices are quite high( the cost of an average home in our state is roughly two and a half time the average national home price). It is challenging to buy for anyone. It is great that low cost housing is still around and CA makes efforts to keep these options available.
