Only thing to really do is put it in the MLS, only people interested in it will be looking for exactly that as they want to built a custom home. Other approach I have used is to use Linkedin or a professional network to reach out to developers, nice thing there is if you maintain a relationship with them you can sell them the lot and then sell the house they built on it later.

Use your MLS just as you would for a home but identify it as land without buildings. It's best to use your description and other advertising to feature things that make it attractive as a buildable lot. Examples: all utilities installed to property line, sewer hook up, level lot, view lot, etc.
