There is a low percentage of Panda births in captivity.

This pregnancy came as a surprise, and twins as an even bigger surprise.

It is, however, NO SURPRISE that there is a greater liklihood of twin panda births than the liklihood that the powers in our Nation's Capitol will act in our best interest.
