it can happen because buyers sometimes love the house and say they will write an offer but later on change their mind.

It probably seems like a "rash" because there are more buyers out there right now. If a buyer of mine says that to me I usually relate it back to the agent if asked.

It is just part of the business. However, one reason why you might think it is occurring more is because it is a seller's market.  Buyer's agent want to make sure their buyers have the opportunity to submit an offer before the seller accepts another. However, this urgency is not embraced by all buyers.
