Some will say open house of any type are a waste if time.
But that is not my opinion.
Off-hour open houses work best for houses located very near professional or corporate office center. Those places that have a good population of mid-management people in developmental positions.
For this to work you need to send pre-notification to the commuter.
This can be as simple as 'Have lunch on me!" Thursday @12 bandit signs posted several days in advance. IT is the advance notification that allows the commuter to skip lunch or delay their arrival home.
This does not work well for homes not in every close proximity to the place of work.
There are four opportunities for the real estate professional to exploit this opportunity. You should put some thought into this and take the needed action.
Be aware, those who will attend are in need of solutions entirely different than the traditional home buyers. Make sure you display their issues clearly along with your solution. This is the magic to get them to raise their hand and start this journey with you.

No, our area is mainly resort and second homes so vacationers are a big part of our market. But we got some good traffic at a recent open house from 5-7 pm, catching people coming home from their outings.
