My reply would be #2, however I do explain to my buyers that utility information doesn't tell them alllll that much only because we don't know how many people live in the home, how often they are home, how they live, if they keep the air at a low temp all day/night, leave lights on all the time, etc.  So I do do my part in trying to obtain the info for my buyers, but with the understanding that the homeowners may live completely different that how they/their family might.  Once I explain that, most buyers think "oh yeah, true, nevermind".

I get them the answer from the sellers asap. With my listings I try to provide that information up front in the property information. I don't understand #3--why would someone be entitled to a property disclosure only when they submit an offer. Why can't they see it before they submit an offer so they know what they are offering on?

If a buyer asks how much the electric bill is, I get the correct information from the homeowner. The homeowner's electric bill is an estimate for the buyer since it depends on how many people will be living in the home and what the potential buyers daily electric use might be.

 We have the number ....reachable 24 hours of the utility company in our phone...we preface it by saying...usage is different with each homeowner and get the average usage from the utility co. on their 24 number.

I do a combination of 1 and 2. I can give them my 'educated guess' but will promise to find out the numbers from seller if they really need to know them( usually they want to know more than electricity expense, and it is a good sign).

On Kauai it's required in the Seller's disclosure. But that comes once an offer is accepted. Sometimes we have the data during showings so buyers can see it. But I always add the disclaimer that it's based on this owner's usage and yours may be very different.

We can get that information from the electric company, but keep in mind that not everyone uses the same amount of electricity and the results are just a guideline.

Number 2 sounds like what I wuld say, no sense getting all that information until I know they really want the house.

I have asking the listing agent to ask the owner before but I think you can also call the electric company. The biggest thing is everyone keeps their house at different temperatures so how do you really answer that?

I would attempt to get the answer for them but also explain that each family has different usage patterns and comfort levels so to not put too much weight into it.

I certainly attempt to get it for them. If I am aslos the listng agent, I already have the data from the information that I have already gathered. If I am only their agent, I would ask the listing agent to get the monthly average bills from the electric company.

Whenever I've had a question about a utility bill, I usually try to provide the answer. I may qualify the answer depending upon size of family, whether folks are home during the day, etc.
