Personally I think the seller should pay for this and own it. It should stay with the home regardless for a set amount of time. But I also get why we do it the way we do. Or maybe the cost is split and we get shared ownership. When deals fall through, the sellers get a free appraisal and inspection many times, especially on homes over priced yet a buyer "just has to have it"
