Maryland's property foreclosure rate continues to climb.  It jumped 13.4% in the fourth quarter of 2009.  That is high than the 3rd quarter.  There were over 16,000 foreclosure filings between October 2009 - December 2009 that include default notices, foreclosure sales and bank owned properties....
