Johnathan, are you talking about agents who never take listings? Or agents that represenent only one party at a time in any given transaction?
It's interesting - the buyer-only model never caught on here, perhaps because the agents who tried it were sort of out of the mainstream with their real estate practices. I represent both buyers and sellers, but certainly never in the same transaction. Works well for everyone.
